市民霍女士、姚先生等5位市民先後向市工商局“智慧315”消費維權平臺投訴反映，由於“名典咖啡”關門歇業，手中的充值卡無法使用，也無法退還，他們手中充值卡的餘額從數百元到幾千元不等。</p>

但在調查過程中，平臺工作人員發現，想要解決這5位市民的投訴，卻很困難。因爲在工作人員上門覈實情況時發現，“名典咖啡”店已經大門緊閉，且該店原先的固定電話號碼一直無人接聽，無法與店方取得聯繫。最終平臺工作人員只能建議投訴人向公安機關報案。</p>

根據工商部門針對第一季度的投訴統計分析發現，預付卡消費投訴仍然居高不下，但想要調解成功，難度卻不小。市工商局“智慧315”消費維權平臺相關負責人表示，預付卡消費存在店家中途提前無故關門歇業的風險，店家歇業後，原經營者很難找到，通知當事人進行調解也就無法實現。此外，消費者容易被經營者的片面宣傳衝昏頭腦，不看合約內容就盲目付款簽單，而經營者事後提供的服務效果卻不盡如人意，在要求退卡退款時，經營者卻以簽訂合約爲由拒絕退款，調解也很難達到預期效果。</p>

工商部門提醒消費者，儘量不要辦理預付卡，因爲類似預付卡等預付類性質的產品發行門檻低，並且這種預付類性質的產品發行目前還是處於無人約束、無人監管的境況，工商及市場監管部門也無法進行約束，一旦發生商家捲款逃跑等情況，消費者的權益就很難得到保障，此時就只能去公安機關報案，但是涉案金額要達到一定數量，公安機關才能予以立案。如果已經購買了預付卡，市民還是要儘量在最短的時間內消費完畢。（仇冰 陳紅生 施靜靜）攝影 馬鎮丹</p>

預付卡投訴居高不下，說到底還是違法成本太低，讓不良商家有機可趁。預付卡市場缺乏監管，大量商家銷售的預付卡處於三無狀態，對消費者缺乏保障。應參照國外儘快建立第三方賬戶監管預付卡資金（歐盟電子貨幣法案規定，像預付卡、第三方支付等等都屬於央行監管的範圍，都需要提準備金，相當於銀行存款），改善目前預付卡資金安全僅靠商家自身信用的模式，充分保障消費者的權益。</p>
